Comunidad Valenciana issues EU’s COVID Digital certificate from Monday

The certificate will facilitate the movement of people through the European Union area.

From this Monday 7th June, the Comunidad Valenciana will be issuing the European Union (EU) Digital certificate in its three variants. The certificate is an initiative from the European Union to safely facilitate the free movement of citizens in the EU during the COVID-19 pandemic.

The objective is to function as a ‘fast track’ in order to speed up entry and exit procedures between the countries of the EU. Countries can now start issuing and using it and it will be available in all EU Member States from July 1, 2021.

Among the autonomous communities in Spain prepared to start issuing certificates to their citizens on June 7th, which will be the earliest date that this digital document can be put into circulation, is the Comunidad Valenciana.

Blanca Navarro, deputy director of the general management for the Promotion of the Health, explained that the technical team from Planning, Technological Efficiency and Patient Care “has made a great effort to encourage the possibility of obtaining the EU COVID Digital Certificates valid in all EU countries, safely and reliable, in the two official languages of the Comunidad Valenciana as well as English, to Valencian citizens both in person and online, in record time”.

The certificates will be issued free of charge in electronic or paper version, at the request of the citizen with their SIP card. You can request it from the coronavirus portal, the GVA+ Salud App or the patient portal. All of them meet the security criteria required by the Spanish Data Protection Agency. In addition, the possibility of obtaining a certificate in person can be done by requesting an appointment at your health centre.

Types of Certificate

There are three types of certificate of which the QR accreditation is collected digitally, which will contain the essential information and the digital signature that makes it valid.

The COVID Digital Vaccination Certificate allows proof that the person has received one or two doses of one of the vaccines against COVID approved by the EU. The validity of this certificate is 365 days after the vaccination date.

The COVID Digital Recovery Certificate proves digitally, through the QR code, that the person has recovered from COVID after having confirmed their illness through a positive PCR test. This certificate will be valid from the end of the isolation period, day 11 of the positive PCR test, until 180 days later.

The COVID Digital Test Certificate offers the accreditation that the person has a negative result of a diagnostic test for COVID, which can be PCR or antigen. In the case of the PCR test, the result will be valid for 72 hours and the validity of the antigen test will be 48 hours. In order to be able to accredit the results of the antigen tests, not any type of test is valid, but must have been carried out with one of the commercial kits approved by the EU.

When traveling, the holder of the EU Digital COVID Certificate should, in principle, be exempted from restrictions on free movement. EU Member States should refrain from imposing additional travel restrictions on the holders of an EU Digital COVID Certificate, unless such restrictions are necessary and proportionate to safeguard public health. In any case, it is important that all people make sure of the requirements of each individual country as well.
